This may sound strange but it is absolutely critical to a successful web site. Many people think they know what they want their web site to do - then look around the web picking up ideas and so on. Along the way they often lose sight of why they even want a web site.
An example may help explain. Imagine that you produce doodahs. You probably will want the web site to contain pages with pictures of doodahs, perhaps a specification of the doodah page. Another set of pages to point out the ranges of colours that your doodah can come in. Lots of sites have a "FAQ" page, so let's have one of those, "about us" and "contact us" probably as well. How about a "links" page? Let's not forget the legal stuff, copyright etc. Can you see what is missing?
The "buy doodah" page! - in this instance the mission the web site is to accomplish is to "sell doodahs". In order to do this the ability for visitors to order a doodah should be clearly and repeatedly presented to them. Let's make sure that it is easy to buy a doodah. The "buy doodah" option must be clearly visible on the web site's home page and ideally on every page on the site.

Also at this point a short paragraph will be developed which is in effect a short sales pitch for the web site. What in the sales business is known as the "elevator pitch".
Back to selling doodahs. Imagine you are in an elevator and a potential customer is travelling in the elevator with you. They are going to get off on a different floor from you in about 15 seconds - you have to get their interest in doodahs so that they will contact you, possibly go to the web site, to get more details and hopefully buy a doodah.
This paragraph will become the description of your web site for the home page. This is not visible on the page but is read by search engines and in some instances is what will appear on the search result listings should your home page be listed. Your site is probally one of several in front of the potential visitor - the description is the pitch to get them to click through to your site rather than another.
